Best way to stream 4K60 gameplay with dual PC setup and OBS?

I've been reading mixed things about whether it's worth streaming 4K60 on Twitch or YouTube, especially with bitrate limits. On Twitch, I know the max is 8000 kbps, but that's not enough for 4K60. YouTube allows up to 51,000 kbps, but I'm not sure if my setup handles it without dropping frames. Also, I'm not clear on the best encoding settings for x264 vs NVENC on the streaming PC. Should I use NVENC on the 3070 or go with x264 medium? I want to maintain quality without making my stream stutter. I've tried rendering as QuickTime with Animation codec and also ProRes 4444, both with straight (unmatted) alpha. The issue persists. I'm on Windows 11, RTX 4090, latest drivers. Premiere Pro version 25.2. The source footage was shot on a Red Komodo 6K, but I'm only working with a small 1080p comp. I've checked the alpha channel in Premiere's Program Monitor by toggling the 'Transparency Grid' and the black halo is clearly visible on the edges of my motion graphics elements.
