Best AI workflow for auto-generating YouTube Shorts captions and b-roll?

I currently use Premiere Pro for editing, but manually adding captions and sourcing b-roll for every 15-second clip is killing my productivity. I've seen tools like Opus Clip and Descript, but I'm not sure which integrates best with Premiere or if there's a fully automated solution. Specifically, I want an AI that can: 1) auto-generate word-by-word captions with proper styling (not just a single subtitle block), 2) suggest or auto-insert relevant b-roll from a stock library based on the script, and 3) export directly to a Premiere Pro timeline or at least a format that doesn't require re-encoding. I'm on a Windows PC with a 3080, so local AI tools are possible too. Budget is around $30/month. Any recommendations?
